1. Martinus Rail

Martinus is an Australian owned, market leading, full-service railway infrastructure company that builds and maintains large scale railways and intermodals across Australia, New Zealand, North America, Thailand and Chile along with select projects in other countries around the globe.

Scope of Works:

Stage 1 – AP2 Project

The Albury to Parkes section involves extensive enhancements to specific sites across the 355km of existing track running from Albury to Illabo and Stockinbingal to Parkes.  The Albury to Parkes section is divided into two segments: 

Albury to Illabo – 185km

Stockinbingal to Parkes – 170km

ECS was engaged to:

  1. Prepare a Security Management Plan for the project that complied with Rail Safety National Law (RSNL) and Work Health and Safety (WHS) legislation. It is crucial that the Security Management Plan is comprehensive and addresses all necessary aspects.
  2. Undertake a Security Risk Assessment in collaboration with the project team to identify and evaluate all foreseeable security threats to the project and the community and develop and implement security risk controls. It is of utmost importance that these risks are managed in a safe manner, adhering to the principle of So Far as Is Reasonably Practicable (SFAIRP).
  3. The results from the Security Risk Assessment are to be recorded in the Project’s health and safety/security risk register.
  4. The Security Management Plan must:
  • incorporate all the security controls documented in the Project’s health and safety/ security risk register.
  • define project site access control requirements to prevent unauthorised access, trespassing and theft
    state how project personnel will be informed of their requirements and responsibilities and trained in security control process relevant to their role.
  • Document the requirements for recording and reporting all security breaches, security incidents, threats or suspicious activity.
  • Preparation of a Security Management Plan for the project that will need to comply with Rail Safety National Law (RSNL) and Work Health and Safety (WHS) legislation. It is crucial that the Security Management Plan is comprehensive and addresses all necessary aspects.

    5. Auditing the Security Management Plan

Stage 2 – AP2 Project

ECS to provide:

  1. Project Security Management.
  2. Mobile patrols of railway corridor and stops.
  3. Onsite roaming guards.
  4. Electronic security services.
