Indigenous Employment and Recruitment Strategy

ECS International Security is committed to fair and equitable practices in all facets of employment, and is committed to redressing the past disadvantage of Aboriginal and Torres Strait Islander peoples.

To this end, it embraces the implementation of an Indigenous Employment and Recruitment Strategy, which will serve our clients and the community of the region.

Licensing Authority

ECS International Security is a security company registered under the licensing authority of the ACT Government, namely Access Canberra (a structured and regulatory authority of all security companies in ACT enacted by the legislation).

All employees performing security duties including crowd control, patrols, static guarding and special projects at parks and ovals are to be adequately trained and licensed by an approved provider.

Training for security licenses are provided by selected training organisations (RTOs) appointed by Access Canberra.

Goals

ECS International Security’s mission is to eliminate the socio-economic gap between Indigenous people and other Australians to ensure that Indigenous people share in the benefits of reaching our goals. In order to realize this, we understand the need to focus our resources, and work collaboratively with Indigenous organisations and other government agencies, in order to:

Improve social and economic outcomes for Indigenous people.
Build strong and respectful relationships between ECS and Indigenous organisations.

Partnerships – Working Together to promote Indigenous Employment

The formation of partnerships with Indigenous communities is not only essential to the well-being of Indigenous communities; it is an essential component of the health of all communities within the broader society and as such needs to be nurtured.

The strategy seeks to establish collaborative and innovative employment solutions through the development of a range of strategic partnerships between ECS and other agencies, Job Network members, Indigenous Employment Centres, and other non-government organisations.

As a central part of the strategy, ECS is committed to working in practical ways with Indigenous peoples and their communities to identify barriers and improve access to ECS employment.

To further develop partnerships within ECS, an Indigenous Liaison Officer role will be established within ECS to provide advice to agencies in the development of their Indigenous employment strategies, and strategic linkages with workforce planning and agency-specific requirements.

To provide advice on cross-cultural awareness and obligations of training and licensing around the Values and Code of Conduct. In the short-term, strategies that enhance Indigenous employment are likely to require a degree of commitment from agencies, in terms of time, financial and staff resources, and good-will. This cost is necessary in order to achieve longer-term equity and employment goals.

Support Strategy

ECS International Security also supports the employment of interested persons for security licensing through apprenticeships and traineeships by the Directorate of Education and Training, New Apprenticeship Centres. ECS International is prepared to extend its already multicultural staff base to accommodate the needs of Indigenous people in the delivery of services where practicable.

It is the requirement of the Security Industry that all sub-contractors are appropriately licensed and insured.

Our manager responsible for implementation, monitoring and reviewing the plan will liaise with our clients, Directorate of Regional Development and other Indigenous organisations to gather information and discuss the projects further.

The roles and key responsibilities of Indigenous personnel, enterprises and training providers across the life of the project will depend on licensing and requirement of Access Canberra.
